Accessibility statement
The standard targeted, what was actually built to meet it, and — because a statement listing only successes is worthless — what has not yet been verified.

The standard
This site is built to conform to the Web Content Accessibility Guidelines (WCAG) 2.2 at Level AA. Accessibility is treated as part of the build rather than as a remediation exercise, which in practice means the markup and the interaction patterns were chosen for it from the start rather than retrofitted.
What has been done
- Semantic structure. Landmark elements, one h1 per page and a heading order that reflects the actual document outline. Long articles carry an in-page table of contents built from real heading anchors.
- Keyboard operability. Every interactive control is reachable and operable by keyboard, in a logical order, with a visible focus indicator that is not removed anywhere. A skip link to the main content is the first focusable element on every page.
- Colour and contrast. Every text colour in the palette was measured against every background it is used on. Body copy, interface labels and controls meet or exceed the 4.5:1 requirement, and large display text meets 3:1 — the light type on the dark charcoal fields is held well above the minimum, at 8:1 or better, because that is where long passages are most often set. The keyboard focus ring is two-tone so that it stays visible on both the light and the dark fields. Colour is never the only means of conveying information.
- Forms. Every field has a persistently visible label — never a placeholder used as a label. Errors are described in text next to the field, associated programmatically, and announced to assistive technology rather than only shown in colour.
- Motion. Reveal-on-scroll animation is subtle, is disabled entirely for visitors whose system requests reduced motion, and is scoped so that content is fully visible if JavaScript does not run at all. There is no autoplaying media, no carousel and nothing that moves without being asked.
- Text and zoom. Body copy is set at 18 pixels or larger with a 1.6 line height, in relative units, and the layout reflows to 400% zoom and to a 320 pixel viewport width without loss of content or horizontal scrolling.
- Images and media. Meaningful images carry descriptive alternative text; decorative graphics are hidden from assistive technology. Embedded video is loaded from a privacy-preserving host with captions available where the source provides them.
- Touch targets. Interactive targets meet the minimum size guidance, with the primary mobile call-to-action sized and positioned for one-handed use.
What has not been verified
Stating this plainly is the point of the page. The following are known gaps rather than claims of conformance:
- No independent audit has been carried out. Conformance above is based on the standards applied during the build, not on a third-party assessment. A formal audit is recommended before this statement is treated as a conformance claim.
- No screen reader testing has been performed on the live site. Testing with a screen reader across at least one desktop and one mobile combination is outstanding.
- Video captions depend on the source. Where a video is embedded from a third-party channel, caption quality and the availability of a transcript are determined by that upload. Transcript summaries are being added as videos are published.
- Third-party embeds are outside direct control. Any embedded scheduling, mapping or listing component may not meet the same standard. Where one is introduced it should be assessed independently, and an accessible alternative path provided.
- Documents are not yet audited. Should downloadable guides be published as PDFs, each needs its own tagging and reading-order check. Publishing guides as ordinary web pages, as this site currently does, avoids the problem.

Separately: no information on this site is available only through the website. If you would prefer any of it — an area brief, a comparison, a valuation analysis — by phone, by email, or in a different format, ask and it will be provided that way. Nothing about this practice requires you to use a web interface.
